In the early 1960s, Admiral Gorshkov took office as the commander-in-chief of the Navy and began to revise the naval policy of the Red Fleet. Shortly after, the Nevsky Design Bureau planned an aircraft carrier design under the name of Project 1143.4 and was designed according to Gorshkov’s recommendation of a “strike formation centered on aircraft carriers as an umbrella for the surface fleet”. Unlike the anti-submarine cruisers such as the Moscow class, Project 1143.4 was designed as a true aircraft carrier for large fleet operations, similar in concept to the American-planned aircraft carrier USS United States.

German Battleship Goeben, Tier VIII

A design for a German battlecruiser that dates back to the last days of the First World War. Goeben delivers a playstyle unlike any other German battlecruisers: offering quick firing, highly accurate guns mounted on a hull with weak armor and low health. Players would want to play this vessel more passively than the norm for German capital ships.
